The best thing to do would be to cancel the order with the reason there is a problem with the buyer's address and then relist the item. The buyer can correct their address and buy it again. Other than that, you can send an invoice through PayPal if you use that or the buyer can pay you through Venmo or something like that. There is no way to do this through eBay.
