Item sold was not as advertised. Refuses return after advertising otherwise.

I placed a offer for an item (fuel pump).  Sellers original advertisement stated returns accepted.  I asked seller a question when I placed my offer to buy.  Seller did not answer - immediately accpeted my offer, and sent me an item that was not as advertised.  I used Ebay to finally contact the seller -who now refuses any refund when I try to start the process.  Ebay site continues to send me back to the same seller site.  I need Ebay to review and/or step in.  This is a fraudulent procedure and must be stopped.  *The seller is back at it again today - with the same postings!  Can someone advise me how to get Ebay involved?  Thank you!

Open a Return Request for an ITEM NOT AS DESCRIBED. Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.

I have tried already this moring - and meanwhile the seller told me off!  I can't get a site within Ebay to assist so far.  Is there another method available to reach Ebay?  And thank you very much.

It sounds like you did not open the correct Return Request originally.  See if ebay will help you here or you will have to file the correct dispute with the payment processor.
