I ordered 9 baseball caps and only received 8. I contacted the seller and they told me to open an "item not received" case. So i did.
The seller provided a tracking number which verifies that i received the package...
But there was one item missing.
As soon as i was able i asked ebay to step in and help me. I told them the situation and within 2 hours they closed the case and said I wasn't getting the item or a refund!
So glad it wasn't a real expensive item like say I ordered a complete drum kit and tracking shows i got it but the snare was missing?! What then?
I can't even call ebay and talk to a person anymore!
I've been a member of ebay store since 2007 and have always felt confident purchasing on ebay. O always tell everyone, "buy it on ebay, they have your back"!
Guess that is no longer the case.

You should have opened an item not as described case since you did receive something..it wsa just an incomplete order.
File a claim with Paypal or your bank.

Once you open a "not received" case and it's closed because it shows delivery, you're supposed to be able to open a return request next for "not as described". The cases can only be opened in that order.
"not as described" meaning it was supposed to be 9, it contained only 8.
The seller will have to accept the return and pay for return shipping, or offer a partial refund.
