it was ordered on the 13th of January and was suppose to come in January here it is February and the now say another month. Outrageous to take so long and no response from the seller after numerous messages with no reply and no way to contact ebay for help.

You don't need to contact a person - just open a not received claim.
After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.

That's the problem....seller has not responded to numerous messages. ...neither has ebay responded in my trying to contact/help.
You have to wait til the delivery date is meet to request any help....but the seller keeps moving the delivery date out...now expected 2 months or more for delivery. The item had arrived at the destination on the 29th of Jan and still no delivery.....

Do you see the option ‘I haven’t received it’ in your purchase history by that item? You can open a claim as soon as the original delivery date has passed, not what you see on the item now.
If the original delivery date has passed, and you do not see the option ‘I haven’t received it’, then request a call from customer service.

If you don't see 'have us call you' right under the chat link, click chat. Then at the bottom of the chat topics, click more, then click contact an agent.

That's a problem...if the date keeps moving out you can not proceed to "item not received"....the old date is removed and a new date appears and that date had to expire in order to make a claim

That’s not how it is supposed to work - it is the original estimated delivery date that counts. I would ask customer service for assistance.
