Item did not arrive since 18 May paid. Items did not have tracking, economy shipping

Dear eBay folks, 

how do I go about on an item that didn’t have tracking on its shipping, since 18 May, and has no updates on where it is at, till today, 7 July? 
I have requested a refund and seller has maintained that it will soon arrive and ignore my request.
