Item damaged in shipping using eBay Global Shipping Program

I shipped 2 speakers via eBay's Global Shipping Program.  The speakers left here in working order and packaged securely.  I shipped via FedEx to the GSP.  The items were shipped from the USA to Canada.  The buyer contacted me stating that 1 of the two speakers was damaged and not working and would like a partial refund.  I believe this damage occurred in the repackaging / international shipping to the buyer.  Is this covered under GSP?  What are my options moving forward?
