Is this a scam?

I had a request to send an item along with apple gift card extra said he would be paying up front and shipping address would match what would be printed out from ebay. He explained he was overseas and would be shipped to cousin in Florida. He has reviews that have spanned over 2 years and all positive. He has even sold 52 items with positive feed back. I explained i wouldn't have funds released until the package was received and i couldn't afford to spot the cash until they were released. But is this a scam and how would anyone gain from sending money in advance and me adding the gift cards.

Yes sounds like a scam. Usually the advantage is the funds aren't actually available to you either by a fake payment notification or by some other fraud.  So then when you send the gift the gift cards you're losing that money along with the item.
