Now the rules don't say anything about people who scalp items, stick presale or preorder, and horde and jack up the price for item. Is there anything to be done, or are these people just let off scott free for doing this?

@middl_brian Sellers are required by eBay policy to ship within 30 days of sale. If you see any listings that state longer shipping times in the descriptions then you can report them using the report item link on the listing. These are the reasons to use>

Thank you for the information. I was just frustrated because it seems like these people are skating through the loopholes in the rules and making it impossible for normal people to buy the products.
