Gamers have been here before. You pre-order something a seller has listed and during valid release day their account starts piling up with all the bad feedback they're receiving from other buyers who never received their pre-orders. Contacted the seller with 2nd email warning over concerned feedback. Is there a way to report buyers like this before it's too late?

If a seller is not following the presale policy, use the "Report item" link in the body of the listing to report that to eBay.
https://www.ebay.com/help/policies/listing-policies/presale-policy?id=4252
"Presale listings must clearly state that they are "presale" in the title and description, and guarantee shipment within 40 business days of purchase."
Buyers can avoid lots of headaches by choosing only to purchase from experienced sellers that have a proven track record of delivering what was advertised, and by avoiding new or inexperienced sellers or sellers whose feedback shows a pattern of problems.

@yusuke1872 I am sorry you are having problems with pre-order items. Sellers are not supposed to sell pre-order items unless they can ship within 40 days of the date of sale. NOT the date they state in the description. I know that a lot of sellers violate this policy and if you see any you can use the report link on the listing.
This is the policy:
https://www.ebay.com/help/policies/listing-policies/presale-policy?id=4252&st=
On the listing select report this item on the right hand side above the description box and then use these reasons:
If the pre sale item is NOT delivered by the last estimated delivery date stated in your eBay purchase history then you should file an eBay item not received refund request no later than 30 days after the last estimated delivery date.
You have up to 180 days to file a not received refund request on PayPal IF you paid using PayPal checkout.
If you didn't use PayPal then you can file a chargeback with your bank or credit card.
