Global Shipping Program (GSP) is retired. The new program is eBay International Shipping (EIS).
eBay's US International Shipping program will ship to Netherlands, but if an item exceeds the import limits or is not allowed importation into that country, that country will not appear on the US seller's country list within the listing.
According to the ebay.nl help page, Netherlands also has an eBay International Shipping program so that US buyers can purchase from Netherlands through that program.
