I purchased a study guide from an Ebay seller but I never got my book! Ebay would not refund my $22.00 because the book was deemed"delivered" by the postal service. I filed an appeal and Ebay refused my claim neither would they replace the book! I tried to file a claim with the postal service who at first said the book was delivered until I showed them Ring video that it was not. They also refused my claim because they sid the Ebay seller did not insure my book! They also admitted (finally) that it was "misdelivered".
This is horrible! Anybody have any suggestions besides the obvious :BEWARE WHEN DEALING WITH EBAY??

You need to get something from the carrier stating it was not delivered to your address. Then you use that to appeal the decision. The initial decision you received was made by bots, who see the tracking number shows delivery.
For the appeal, I recommend contacting eBay via social media. These customer service representatives are US based and actually have the ability to do something about problems.
Send them a private message; they verify your identity before proceeding.
