Is leaving neutral or negative feedback even an option any more?

I can't find a way to leave anything but positive feedback any more. Is there a way to do something else?

Someone rip you off? Positive feedback!

Someone lie about an item? Positive feedback!

Someone send you a brick instead of the item you ordered? Positive feedback!

Does anyone here think the feedback system here is anything other than a joke?

Sellers have not been able to leave neutral or negative feedback since 2008.  If buyer files and Item Not Received case, you upload the tracking number to show it was DELIVERED.  If buyer files an Item Not as Described, you accept the return and provide a prepaid shipping label for its return.  If you are a top rated seller with 30 days return policy, you can without 50% of the refund if the item is returned in a lessor condition than was sent.
