Is it true that I can't ever change my eBay account region?

I've been an eBay member for 19 years; I signed up on eBay.co.uk in the UK but since moving to America I keep getting kicked back to the .co.uk site.

I've successfully changed my registered address to my US home, but still the site often kicks me back to .co.uk and it takes WEEKS for me to receive payment via PayPal (not sure if that's related).

I chatted with support but they told me it's not actually ever possible to fully change your eBay account registration nationality, and that my only recourse is to close my account and open another from eBay.COM (thus losing all my feedback from +15 years of buying/selling).

Is this true?? And if so, how can I ask eBay to consider changing their terms to allow immigrant users to change their settings?
