International shipping

Ebay is charging me an "international" fee, when I am not shipping internationally.  Evidently, the person's address on ebay is Belgium, but I am shipping to a local US address.  Anyone else have this problem??  If so, did you charge the buyer the extra fee although it's not going internationally?

I'm guessing that fee is based on the Belgium buyer's credit card being in Euros and the charge is for exchanging Euros to USD.  That charge is part of doing business.
