International shipping

I am trying to bid for 2 items, when I do, a pop up tells me the seller won't ship to Spain

I wrote to the seller and they said ebay international shipping will do it 

but I don't know how to get to them

and the time is running out for the bids

@tadzio147   The seller has to be signed up for eBay international shipping program on the listing BEFORE bidding starts.  

Not all items can be shipped to all countries due import restrictions.

What is the item number?  I can take a look and see how the seller has shipping set up.
