A customer told me that he didn't want to pay taxes on a shipment and I told him that I have No controlled on tax shipping but he told me when he bought items for the US. He didn't have to pay the taxes. Is there something new out there for shipping internationally? I still use the international program. Thanks...

eBay will collect VAT, duty, and tax on shipments sent through eBay's Global Shipping Program, based on the requirements of the buyer's country.

eBay does not collect these when the item is sent through eBay International Standard Delivery, and the fees will be collected by the delivery person within the other country.

If shipped directly to a freight forwarder, eBay will collect the state sales tax where the forwarder is based.
However, just like eBay now collects state sales tax, there are some countries where eBay is required to collect tax, so this may be what your buyer is mentioning. See the bottom of this page:
