If I setup automatic payment method will I still be able to change delivery address after seller accepts my "Make Offer"?

I don't know.  But to be on the safe side, I would go to 

https://accountsettings.ebay.com/uas/addresses

and make sure which address you have specified as the primary SHIP TO address and then use the Make Offer option.
