Ice Storm Level 3 Emergency late shipment

I have packages to ship today. Besides the tree in my driveway, there are power lines and trees down throughout our area due to an Ice Storm that came through Ohio yesterday. My Post Office is not sending Rural Drivers out today or tomorrow. Level 3 prohibits all Non-Emergency vehicles from driving (even if I could get out of my driveway). Does ebay offer grace periods for shipping during weather emergencies?
