INELIGIBLE FOR PROMOTED LISTINGS

I have been on eBay since 2015, and I have an above standard seller level AND recent sales activity and I am still ineligible for promoted listings. I even opened an eBay store because I thought it would allow me access to promoted listing, but it's still not available and says I'm still ineligible. It's becoming super frustrating when I'm in a really competitive market and could really use this tool for the new year. Any advice would be much appreciated.

What level store did you subscribe to?  I know the starter store has minimal features.  The starter store does allow promotions and markdown manager.

Go to Seller Hub > Marketing > Promotions

I have the first level which I believe is the starter store. But my husband, who also sells on eBay as long as I have, already has the option to promote his listings and he doesn't subscribe or have a storefront. Just which I could advertise my listings 😕
