I need to speak to someone at eBay to be assured that I will not lose my 10% discount due to not shipping within one business day. Do they still answer the phone?

To get the 10% TRS+ discount, you must offer free returns in addition to 1 day handling. I do not see free returns on any of your items, so you are not getting that discount.
You do pay a lower rate by having a store - that discount is not tied to performance.
To maintain your top rated status, you need less than 3% late shipments measured over your 12 month evaluation period. So being late with shipping 1 day should not affect your performance rating.
