Number of plates or glasses.  Twice in one month.  

I don’t want to be the bad guy but I think this is a basic question EBay could handle up front to protect its own reputation.

eBay can't  go to the item location and count glasses or verify if listings are accurate. Preposterous to think they could do that.

If you receive a listing that is missing pieces file a not as described case.

If the seller catches their mistake before shipping and cancels and refunds there's nothing you can do.
