I've had so many issues seling on ebay that I never have with Mercari or Poshmark.
I authorized a return for a buyer, but they couldn't figure out how to print out a return label. Ebay is not getting back to either one of us. She is trying to send me my items back that didn't fit her.
I literally ended all my listings after this and am only selling on mercari and poshmark from now on.
I had a similar problem with shipping. I sent a pair of boots to a buyer, they never arrived, and I had to refund them.
Then three months later, the boots showed back up at my house because there wasn't enough postage on the item, even though I followed ebay's instructions.
So, if someone can please help me get my items back from the buyer I would really appreciate it.
Then, I promise never to sell a **bleep** thing or buy a **bleep** thing on this dumb site again. I have been selling on here since 2007 and it's really just sucked to try to sell things on here since 2017.

When you accepted the return, ebay sends the buyer a link to print a return shipping label. The buyer needs to click the link, print the shipping label, affix it onto the package and have the label scanned at the post office. If the buyer never sends the item back, you don't refund until it does return back to you.
When you sent the boots, did you enter the weight of the packaged item (rounded up to nearest pound) and did you enter the dimensions of the package (rounded up to nearest inch)? What method of shipping did you use? If you used calculated shipping, there should have been enough postage.
