I purchased a item from a new seller on ebay

the seller states that he is not shipping my item because ebay request him to update his account, he says he is having a problem doing so, says he does not want to ship my item until ebay makes the funds available to him. The seller states I am his first sell on ebay. He said that ebay was working on it and would be taken care of within 24-72 hours. It has been 4 days since I made the purchase and this was his excuse he gave me, Would I be right to say that if he was allowed to post items for sale then there should not be the problem he is exsplaining

Does the seller have the GooglePay or ApplePay logo among his accepted payments?  If so, that means s/he is in Managed Payments.  When the seller receives the message from ebay stating s/he will be transitioned into Managed Payments, and a list of what information must be provided, if the seller delays in supplying that information, then ebay delays in paying the seller.  If it goes too long, feel free to ask the seller to cancel your purchase and refund your payment.

If the item does not arrive by thew last estimated delivery date then file an item not received claim with ebay.

Ebay will make sure you are refunded.
