I canceled a duplicate item and I was charged $250.00.  How can I get in touch with eBay to see that this transaction doesn’t go through?

If there has been a bid and you cancel all bids and end an auction format listing early without a winner there is a fee of the highest cancelled bid (the "hidden maximum" of the bidder which is not revealed until you actually cancel it) times your Final Value Fee percentage for that item as listed.  Since you are selling expensive watches it would be substantial.   It is supposedd to be waived the first time per calendar year you do that but that might not be automatic so if this is what the fee was for and you haven't cancelled bids and ended early without a winner before in 2023, you should contact Customer Service ("Help and Contact" or "eBay Help" at the top of the page).

 

If the item sold and you were charged a regular Final Value Fee because the buyer paid, you would need to cancel/refund for out of stock and you will get a "defect" for doing so.

Also the Reserve Price Fee (maximum $250 per listing and relisting) is owed once the auction starts, whatever happens to it after that (sells, no bids, bids but Reserve Not Met, winner doesn't pay, you cancel the transaction, you end early with or without a winner, etc. if I haven't covered every possibility).  You list with a Reserve Price you owe the fee.  Each and every time  (except maybe if you have it set up to auto-relist automatically; the Help Page on fees says it applies, the new listing form says optional fees are not charged on automatic relisting).

 

ETA:  If it's the Breitling Avenger listings, the one you ended today was a fixed-price listing so unless there was some other optional fee involved there are no fees from cancelling that.   You listed the new one this morning with a Reserve Price of at least $3,333.33 so you got charged the maximum $250.00 Reserve Fee for that listing.
