How can I send eBay a message showing that the seller still won’t give me a refund or send what I purchased. I have messages saying his ex stole the necklace I purchased and I’ve opened up a didn’t receive request but he says he doesn’t have the money.

Do not let the seller stall you or the case will time out.  Ask eBay to step in and help on the 4th business day and eBay will force a refund from the seller.  The seller doesn't understand that they have to refund from their own pocket and then wait for your refund to process before they original payment is released to them.  I use a credit card for my back up payment method for selling costs and  refunds.  

How to ask eBay to step in on the 4th business day after opening the not received refund request>  

1. Find the item in your Purchases.
2. Select See request details (if your item didn't arrive) or See return details (if you're trying to return an item).
3. Select Ask eBay to step in and help.
4. Select a reason from the dropdown menu, then select Confirm.
