I made two purchases to a same seller in China, which never arrived and doesn't want to refund!

I made two purchases to a same seller in China (Google Cardboard Lenses), which were ordered on Mar 07, 2017, which never arrived.

 

Additionally it was never possible to identify the shipment with the tracking number supplied: LK158503335CN


It is noteworthy that despite having requested the cancellation of the first purchase which the seller initially denied (and already was charged by PayPal), it was supposed to sent it in the same package which never arrived, and whose tracking never worked.


Unfortunately I had no choice but to request the refund of my money corresponding to both purchases, but more than a week ago I'm waiting for the seller to respond, after requested in 3 previous times to refund my money in the "Resolution Center".


I honestly I don't know what else to do, the "Resolution Center" system has stalled waiting for the seller's reply that has become clear that he is a scammer.

Finally yesterday May 06, 2017 concluded successfully the money refund of my eBay purchases, as well as the successful close of both fraud claims.

Due to the separation of the companies eBay and PayPal (2016) there is a new way of proceedure to claim for this kind of fraud. Here's how to proceed with this issues:

1.- Once the time of the eBay Money Back Guarantee has expired the case must be handled directly through PayPal: http://pages.ebay.com/seller-center/seller-protection/index.html

2.- Understand that the automated system of "eBay Resolution Center" is different from "PayPal Resolution Center", so regardless of whether you require any procedure related to your purchase, the final word will have the "Purchase Protection" system of PayPal: https://www.paypal.com/us/webapps/mpp/paypal-safety-and-security

3. Fill your claim through "PayPal Resolution Center" (Dispute a Transaction). Once you have completed your claim, you will get a corresponding identification number (#PP + 12 digits).

4.- Through the PayPal Resolution Center user console, enter to your claim by your ID number and request "Escalate" your claim. The PayPal website system will confirm the veracity of your claim and will proceed to the money refund of your purchases.

It's worth to mention that this system has a much faster response rate, which may vary depending on the level of complexity of your problem.

I really hope that this unpleasant experience for me will be of help so you can solve this kind problems in the near future.
