I'm trying to Get help from eBay

Seller sent incorrect item, i contacted the seller, seller wants me to pay for return, return cost are half of the total transaction, i reach out to ebay but no help from ebay, i have sent items back with tracking number, i ask seller for correct items and not a refund. I need information on how to clear this matter, trying to help disable veteran with truck repairs from hurricane harvey.

Did you enter the tracking # into the case.  Get a refund not an exchange,  Then buy again if you wish.    Much less chance of getting ripped off more.    Once tracking shows that the seller has had the item back for 7 days contact ebay and ask them to make the seller refund you.  Contact info below.

Seller is required to pay return shipping no matter what country they are in for items that are not as described.
They need to either send you a return shipping label or send you a credit to your paypal account to pay for the label. Do not pay for a return label then expect a refund for it.

The seller CAN NOT charge a restocking fee on an item not as described case. If they do not give you a 100% refund or if they do not offer to pay return shipping let ebay know.

There will be an ask us to step in button that will appear after 4 to 5 days of opening the case.
You use it to ask ebay to step in and make the seller provide a return label OR send the money to your paypal account to pay for one if the seller is out of country.

Then after you contact ebay they put the case on hold for 5 days while the seller sends you the return label or pays for one. THEN you have 5 days to send the item back after you get the return shipping label.
If you have to purchase one with the funds provided at the post office be sure to upload the tracking number into the case.
