I was looking for an item on ebay and found one that was at a relatively low price. In general I would consider it a scam and not get even close. However, I trusted that ebay has my back in a scam case.
After reviewing the listing few times to make shure the details is not misleading, I bought the item trusting ebay not the seller. The item was coming from China it. After few days ebay tracking showed 2 items, and says item (1 of 2 was arrived) and item (2 of 2) will arrive in about a month, which was the original estimated arriving window . I though this was just a overseas shipping details and that because it was being shipped from China overseas. but the other date had come and no delivery showed.
I revied ebay trying to report a not delivered item, but all the links would take ma to the contact seller page, and of course the seller is no longer listed on ebay.
Any advice?
ebay said this was a capital item and cover with the ebay business protection, and the only option I had was to fill a report and wait for ebay to response back.
After filing a protection report on ebay I received the following:
Requests for reimbursement under our Business Equipment Purchase Protection (BEPP) program are not available unless the Buyer, Seller, Item and both banks used for the transaction are located within the United States. Because the seller for this transaction is not located within the United States, this transaction is not eligible for reimbursement.
Now I feel so bad that I was scammed through ebay that I trusted for so long time to have my back.

What sort of item did you buy? Not heavy business equipment over $1000?
Scammers know many details of how eBay works, and there are many things that scammers can do to make it very hard to get your money back. That is one reason why you should try not to give your money to a scammer in the first place rather than trusting eBay to be able to get your money back later.
Some scammers will list an item in a category that does not qualify for the money back guarantee. There is a heavy equipment category designed for things like bulldozers, and that category has a different sort of guarantee, but that only works for items over $1000 if both buyer and seller are in the US. If your seller has listed in the wrong category on purpose to avoid eBay's money back guarantee, you will have to contact eBay directly to open up a case rather than using the standard web site forms. The fact that the seller is no longer on eBay may actually help you -- most likely eBay has identified the seller as a scammer and has closed the account.
To contact eBay, use the chat assistant to request a call back by starting on the Help & Contact page and following the links for your issue.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
