Because the buyer's payment account is in another country. The shipping address doesn't matter. The currency that the buyer uses to pay eBay doesn't matter. If eBay determines that there is a "cross-border payment" it charges extra fees, supposedly to cover the increased costs of record keeping and reporting such payments. PayPal charged extra also, but gave eBay sellers a tool to block such payments. eBay doesn't.
