I didn't receive my item

i ordered an item on eBay but the seller said that the item was defective and wasn't able to be sent out so i asked for a refund and did a dispute on PayPal, but the resolution center thing/bars haven't changed and it says that the seller is supposed to respond before October 11 the seller did say he would give me a refund, but its taking way too long and then on eBay it says the items are shipped without a tracking number, is this a scammers tactic?

If you opened a dispute through paypal, eBay can not help you - the paypal claim voids your money back guarantee.

 

Go to paypal and escalate the case. It doesn't matter what the seller has entered in eBay.
