I did not receive my refund from eBay for an item that did not arrive. It has been 3 months. There is no option to report this. EBay sent me the transaction ID, but my bank says they have no record of that transaction. The purchase amount was $565.78 and now I am out that much because I cannot find a way to explain this to eBay! Help!

Go to your Purchase History and locate the purchased item. What is the last estimated delivery date? You have up to 30 days past that date in order to file an Item Not Received case in ebay's Resolution Center, to get your money back.
If it is past the 30 day limit, you will need to log into Paypal's Resolution Center, and file an Item Not Received case there, as they allow up to 180 days from date of purchase to file, to get your money back.

To clarify - the "transaction ID" that eBay sent is for a refund that was approved on a case you filed earlier?
Is that what you're saying?
How did you pay initially - with a credit/debit card, or PayPal?
You can contact eBay in social media for more help - they have a good team there to resolve issues.
Only use the Private DM or PM messaging - do not post publicly.
Give them your User ID, your real name/address, the email associated with your account, Item # and Case#, along with the refund Transaction ID (if I understand this correctly).
They will respond in a day or two usually.
