I can't submit feedback

When I fill out the feedback form and click on submit, I get a circle with a line thru it and it won't submit my feedback.  I can't tell you how many times I have reported this to Ebay by Chat and Phone, have spent hours trying different solutions like using a different browser, clearing my cache, etc.  Nothing works.  Yet every time I report it I am told they have it repaired, wait 24 hours and try again.  This has been going on for TWO YEARS now and I'm really sick of getting emails asking for feedback that I can't give!!!!  Does anyone have a suggestion how to reach someone at Ebay that can repair or replace my account?  BTW, it doesn't matter if I use computer, phone, laptop, or tablet, nor which browser I use, feedback does not work on any of them.

I got help from Ebay chat to leave those feedbacks.  I am not able to leave feedback on my own.  This is what I am trying to fix, and it still isn't working.
