What error message are you getting when you try, or if no error message what circumstances lead you to your conclusion that you are unable to buy:  what page are you on, what blanks do you fill and what links do you click, what happens next vs. what did you expect to happen?

You’re currently on the eBay US site.  Does the seller ship to Germany?

If the seller ships to Germany, did you previously purchase from this same seller?  The seller can specify that s/he will only sell 1 item to the same buyer every 10 days.  That option can be changed by the seller by going to his selling preferences.
