I wanted to bid on an item, but I received an error message
"You're unable to buy this item because you have a record of 2 orders in the last 12 month(s) that were canceled because they weren't paid for. Think we made a mistake? Here's how to appeal."
There has never been such an incident where I didn't pay something
I would like to appeal this stigma
I would like to remove this restriction

Just because you don't remember it doesn't mean it didn't happen. You cannot appeal the restriction, you can only appeal the unpaid cancellation records, and you have to know what they are about to appeal them.
Go to your My eBay: Purchase History and click the tab for "Returns & Cancelled" and they should be in there (if not check the "Unpaid items" but I think that one is just for items awaiting payment and you can't pay once the transaction is cancelled).
