How to update quantity on an Out of Stock item?

Once the quantity reaches zero, there is no revise listing link. Do I need to create a new listing?

You have to have the out of stock option turned on to be able to update the quantity and keep using the same listing.  If you did not turn that on before you sold out, then you need to start a new listing.
