For these forums you can choose the timezone for message timestamps to display in by clicking your icon at the very top right of this page, then My Settings then Preferences.
For pages on the main site you don't. Each page is set up differently as far as time displays are concerned, including what timezone is displayed (and unless it says P[S or D]T it is most likely the timezone set in your device settings, or some coder might have left off P$T in the last reformat of that page).
