How to select shipping cost for small item

How do I choose shipping for small items like face mask? Currently it's showing $7+ shipping cost

Depends on what you are shipping the item in, and whether you want to charge a flat fixed price or have it calculate per buyer's Zip Code.   You also will need the dimensions and an accurate weight of the package.

After entering the info listed by @rfmtm , select package as the type, then first class parcel for the service - the cost should be in the $4 range.

Using a poly mailer, bubble mailer or manila envelope, you package will probably be a bit too thin for first class parcels, so add a few packing peanuts, or a bit of bubble wrap to make it at least 3/4" thick.

How to ship using forever stemps or first class mailer larg envelopes No tracking?

If you ship item through stemp or enveloop no tracking, how do you mark ship on ebay because transaction is not going complete on eBay until you mark ship correct or Add tracking?

You can still mark it as shipped from the drop down menu next to the item.  However, your account standing will suffer if not uploading tracking, plus you will lose and not received disputes.

In your list of sold items, you can select ‘mark as shipped’.  You won’t have tracking to prove delivery on those items, so only do this on inexpensive items - if your buyer says not received, you must issue a full refund.

An envelope with stamps can only be up to 1/4” thick.  A flat/large envelope can only be up to 3/4” thick.

If buyers claim not received I have two options either I can refund them or ship another one, Is that correct? Will hurt my account rating?

Correct, you can replace the lost item, if your buyer is willing to accept and then wait for a replacement .  

It can hurt your account if you get too many not received claims - you are measured against other seller in the same category.  Be sure to check on your service metrics here -

If you ship a high % of your items without tracking, you can not become a top rated seller.  You need tracking on at least 95% of your shipments.
