in June one of my items I was selling was bought and I shipped it and it was delivered in July 2023. I have tracking info. Today 2/22 the buyer contacted me and told me they don’t have the item cause they forgot all about it. What can I do about this? The item was never sent back to me if they left it in the mail box.

You can let them know the tracking showed it was delivered and the date that happened. What happened after delivery is out of your control. Unfortunately, it is too late for any claims in eBay or PayPal so they will have to keep searching in hopes of finding it.
It is also too late for them to leave Feedback, they had 60 days to do that.
The bottom-line is you are not responsible for an irresponsible customer. You may want to add them to your blocked list at some point on this page: Buyer Management | eBay

@lee8lee4. Respond to the refund request with tracking that shows delivery.
Tell them you're sorry but you did your job as a seller and shipped to the address provided.
