How to report a bug

I am trying to ship an item. When I click purchase a shipping label, the next screen shows no service available. The person is in the USA. And the package weighs 11oz. The buyer paid for the shipping. Not sure why it's not showing any services for me to buy and print. I tried the chat assistant, and that was useless. And there's no number to call. It says no live agents are available. How can I report this bug and print the label needed?
