I started a return but then closed it when I realized I was about to print a shipping label they expected payment for.
My intention was to reattempt the return without choosing the pay-for shipping label option. However, the website won't allow me to reopen the return. The seller says I can return the item, but I believe it is necessary to go through the ebay website not just mail the item back to seller. Am I correct? How do I reopen a return?

You can ship the item back to the seller with tracking. If seller does not refund after receiving items (seller has 6 days to issue a refund), then you can open a case in PayPal's Resolution Center and enter tracking number showing seller received the item. It sounds like seller is willing to work with you.
Once you close the return, you can't reopen it.
You are not required to use the postage label provided by eBay at your expense, but it's usually a good idea as it would likely cost you less than mailing it yourself. All you had to do was back out of the label purchase, then upload track in the return after you ship it yourself.
You'll just have to work with the seller now. There is no requirement to go through the eBay returns process, but it's there for your protection.
