How to "change communication preferences".

This screen started popping up whenever I sign on to ebay:

When I click on the "Change your Notification Preferences" link it just takes me to the "My eBay" screen. I've tried setting all the notification settings I could find to "Off" or "Not checked", but this page won't go away. Any ideas of how to get rid of it?

I do not see that page when signing in, but I do not know whether that is because I am not a seller, or because I am using a different sign-in page, or because I have different preferences set.
