How to pay for printing eBay shipping labels?

For years I've been able to print my customer's shipping labels from right here on eBay. For the last couple of months, I'm being sent to PayPal to get the shipping labels.
The first time this happened, I received a quick pop up message that said I didn't have a payment account for eBay shipping labels. That message hasn't come back again, and I can't find any info on why/how my payment account has changed. I still get my invoices paid automatically from my business account. 
What could have changed, and how can I fix it?

@redfrckle  Are you printing the labels from a PC?   You might have to sign a new billing agreement with paypal for the shipping labels.    You can't do that from an app.  

If that isn't the problem then I'd contact paypal and ask them why it's not working
