How to open an investigation with EBay

The tracking number show delivery in post box but I did NOT get it.

Could eaby trigger a search within the Post Office?

You need to have the post office or call USPS and have them track down where the package was actually delivered.

Your profile shows you are registered in China.  Are you located there or in the U.S.?  If you bought while logged into one of ebay's foreign sites you should repost this topic on that site's Community boards. This is the U.S. Based site (ebay.com)

 

The info below may not work if you are located outside the U.S.

 

eBay cannot access shipping information from shippers, due to their privacy policies, because they are not a party to the shipping transaction. eBays system is automated and, if you open an Item Not Received (INR) dispute, you will lose because of the Delivered Scan. 

 

You can appeal the dispute,  but what you will have to do is contact the shipping agency and get the shipping label information, the Address and package size/type/weight.   You may be able to get the information using this link for many services Except the USPS.   https://www.ship24.com/

 

If you are in the U.S. and the delivery was through the USPS. you will have to go to your P.O. you will need to bring the ebay order details page which shows the tracking # and your shipping address. You can bring your phone or pad if you use one to buy, or a print out of the page if you use a computer.  You ask the clerk to check the tracking info against the address on the label, and the package info. If those things do not match, ask the clerk to write a note on USPS stationary saying the label address does not match the order address, and if applicable that the package type/size/weight is not appropriate for what you should have received. USPS clerks can only give you general information not specifics.  Have the clerk sign the note.

 

With  a screenshot from the link above, Or a clear photo or scan of the USPS note  You can appeal ebay's decision, by going back to the dispute you opened. There should be an appeal button there, and a place to upload a screen shot, photo or scan.   

 

Your other option is to contact ebay through their Facebook or Twitter pages (Links Below) 

You will need the seller's username and the item number of the item that did not arrive. you also have to give them your username real name and some contact info.  In your message say the tracking number showed Delivered, but the shipping label was not addressed to me and/or the package type/size/weight was not appropriate for what you bought.  You can add the screen shot,  a clear photo, or scan of the USPS note to the claim. It can take 2-3 days for a reply.
