How to open a request or case?

I have been trying to open a request or case and there is no link provided for me to do so when i clicked the item I have purchased.

Seller has asked me to open a request or case so that the seller can refund me but I have been trying to find out how to open request since yesterday and couldnt find any link that can direct me.
