How to open a case for refund

I received my purchase damaged. The seller said they would check and after back and forth said I would have to get refund by opening a case. Is there such a thing?  I still wanted the item but they wouldn't replace it.

You can request a return, which leads to receiving a free return shipping label. Reason: item doesn't match the description.

Go to your purchase history and use the drop down menu to start the procedure.

If the seller doesn't cooperate, you can ask eBay to step in. On day 5.
