How to open a case for an order partially received

I placed an order that included an accessory, got the order, partially but never received the accessory that was supposed to come with it. I messaged the seller and they keep telling they'll send the missing item and provide tracking info, but they never did. On the order details page, under more actions, I have no option to open a case. Is there another way to open a case for this issue?
