How to not allow 3rd party shipping internationally

It's probably been asked a ton of times, but I don't allow international shipping on my items for a reason.  How can I turn off any kind of selling to outside US?  I recently sold an item and it went through ebay's international selling.  It shows it arrived at hub and now Buyer is wanting a refund because he claims he didn't receive it.  While I don't doubt he didn't, I don't think it's my responsibility that he didn't, yet I lose all because of the 3rd party? or that it's in customs?

What recourse do I have here, and can I somehow not allow 3rd party international buying or shipping out of country?

If you shipped through EIS, you are not responsible after the item reaches the hub. If the buyer opens a request through eBay, contact customer support and tell them this was an EIS shipment and they will take care of it. You can opt out of EIS here:   https://www.ebay.com/ship/prf
