I have an item that was picked up locally. EBay is still holding my funds saying that the items needs to be shipped. How can I mark the item as picked up locally, so the transaction can be completed and eBay will release my funds?

See if you can mark the item as "shipped".
eBay will hold your funds for about three weeks to see if the buyer opens a complaint.
When a buyer selects your local pickup option, eBay will issue that buyer a 6-digit QR scan code. The buyer should bring that code to the seller, who, using the mobile app, can scan the code or enter the 6 digit code into the app.
But not all buyers and sellers have the mobile app. In the absence of the app and pickup code, the seller can get a signed receipt from the buyer that the item was retrieved. If that step was skipped, then positive feedback from the buyer, or an eBay message from the buyer to the seller acknowledging pickup, can be referenced instead.
For an early release of funds, armed with the above receipt, message, or feedback, the seller can contact customer support and request the funds be released early. Otherwise, the seller can just wait it out until the three weeks have passed.
