I want to list an item with free shipping but on the listing drop down menu there is no selection for "Free Shipping", just all the pay services. So how do I do it?

@schumann15 I don't know which listing tool you are using. Here's some instructions for two listing tools:
Select "You Pay" to offer free shipping in this section: http://shipscript.com/ebayhelp/lister_quick/ql_020_shipping_free.jpg
If you preview your listing it will say calculated, which just means the cost to ship your item will vary based on the buyer's location.
Look up the cost of shipping to the state farthest from you using this shipping calculator:
https://www.ebay.com/shp/Calculator
Add that shipping price to your item price.
If you have any problems accessing free shipping on the Quick Listing Tool then I suggest you switch to the Business/ Classic Listing Tool. Free shipping is called free shipping on this listing tool and easier to access:
Select switch to the Business Tool (or Classic Tool) on the upper right-hand side of the draft on a PC/ Mac. Ignore the warning, anyone can use this tool. This tool is free to use and it doesn't mean you have a Business Account, it's just what eBay calls the listing tool because they have more than one.

I am not sure why you do not see the free shipping option box. Here is a screenshot from my listing page.
