I have some plates that I will sell for $20 each but have 15 available.  How do I compose listing for this situation?

You would use the Fixed Price format (not an auction). Your listing will be for one plate, the price would be $20, and in the quantity field, you'll enter 15. The buyer can buy one or as many as he wants (up to 15).
